Find the aggressor's associates. How and why companies become international sponsors of war
The sanctions were massively applied every week. As a response to the aggression of the Russian Federation, such a policy of the state has become even more rigid. Prior to the Great War, the NSDC was operating in the pilot version of the register of sanctions used by Ukraine. However, after the start of a full -scale invasion, access to it was blocked. But for the subjects of sanctions (banks, notaries, etc.
), a responsible business that wants to be distinguished from problem counterparties, our foreign partners have been acutely accessible. This was one of the reasons for launching the War and Sanction portal from the National Agency for Corruption Prevention. The main purpose of the portal is to inform foreign governments and citizens about the restrictions already imposed, to attract the public in the global campaign to expand such lists to persons who support war and information.
The State Register of Sanctions, which the legislator predicted last year, has already been launched. In general, the functioning of these systems is aimed at ensuring the effective implementation of the already introduced restrictions and the application of new sanctions to deprive the state-aggressor of the economic base for war in Ukraine. Its purpose is to collect and display information about all persons to whom Ukraine applied for sanctions (both personal and sectoral).
The register includes information about: The register contains information about 10 084 individuals and 7 117 legal entities that are considered to be subsequent. The launch of the Register significantly simplifies access to information about those to whom Ukraine has applied. The work of the entities responsible for their implementation is facilitated: banks, other financial monitoring entities, notaries, etc.
There are four sanctions registers on the NACC portal: before the state register of sanctions, this list of NAPC was the only source of consolidated information about sub -personic persons. However, the beginning of its functioning does not depreciates the list of NAPC. The agency consolidates information on the use of sanctions not only by Ukraine but also by other countries - the EU, the United Kingdom, the USA, Canada, Switzerland, Australia, Japan, New Zealand.
This makes it possible to identify sub -persons and avoid the risks of cooperation with them. The role of NAPC in the identification of candidates for sanctions is provided in the road map of individual sanctions, developed by the International Sanction Group of Yermak-MacFol. The NAPC identifies the persons of the aggressor state, to which sanctions have not yet been applied for one reason or another.
Lists of candidates for sanctions are not only submitted to the subjects of sanctions in Ukraine, but also to the Ministry of Foreign Affairs. Thus, getting into this list can result not only the application of sanctions by Ukraine but also by foreign states of the sanction coalition.
According to the NAPC, at the beginning of a full-scale invasion of Russian companies, 350 foreigners out of 46 countries of the Western Business and Political Elite worked out of the Russian companies after the Russian invasion of Russia. However, there are foreigners who continue to work in the Russian Federation, as SEOs, members of boards, or management representatives, providing revenue from the Russian budget used to finance the war.
The purpose of the list is to reduce the number of foreigners in the governing bodies of the largest Russian companies, to strike a reputation to leave their positions and not work for the aggressor state. Thus, according to the NAPC, 350 foreigners from 46 countries worked at the beginning of a full -scale invasion of Russian companies. Most of the citizens were from the following countries: the list of NACE "foreigners in the Russian company" causes reputational damage.
As a result, foreigners are dismissed from positions in Russian companies. For example, the result of the NACC was the resignation of foreigners who held positions in such well -known Russian companies as Mideo, Polymetal, Sovkombank, MTI Bank, Rosbank, L'oreal and others. International sponsors of war are a powerful reputational instrument for providing international business from Russia. There are no formal criteria for the inclusion of the company in international sponsors of war.
In practice, the following are used: the assignment of the company to international sponsors of war has significant reputational consequences. Yes, companies added to this list are included in the World-Check Database in order to protect the financial sector from sponsors of the Russian War. The results of the list: therefore, despite the fact that getting into the Lists of NAPC has no direct legal consequences, reputational losses for persons are significant.
