So far, there is no legal framework in the European Union in order to transfer all the frozen assets of Russia. But now European partners are engaged in the implementation of a plan that will allow Kiev to receive some of the aggressor funds. The European Union agreed to use the frozen assets of the Russian Federation in favor of Ukraine. This does not mean that the aggressor funds will be confiscated and transferred to Kiev.

European partners are now planning to give our country profit from Russian financial instruments in Europe. This was reported at the Ministry of Justice of Ukraine. It is noted that in order for this plan to become reality, the EU will have to change the legislation. The European Commission plans to voice legal proposals in December 2023. According to the Deputy Head of the Ministry of Justice Irina Wise, now Western partners want to use income from frozen assets of Russia.

These revenues are planned to be transferred to Ukraine for restoration. These assets are maintained mostly in the form of securities that have the terms of repayment and payment of income. "Accordingly, this liquidity can be used and can work and generate income. These incomes are significantly increased and will be very useful to our country," she explained.

It turns out that it is not about Russian money, because in the EU they want to use the so -called unforeseen income that would have been received if there were no sanctions against Russia. However, as the representative of the Ministry of Justice noted, Ukraine will insist on the latter that we were given all the Russian assets frozen abroad.

"The European initiative, of course, we congratulate, and Ukraine is very grateful for support, but it is important that such a decision does not overshadow our main purpose - the confiscation of assets of the Russian Federation and their transfer to pay for compensation to the victims of this unproven and unjust war," Irina said. . At the beginning of 2023, Bloomberg reported that the total amount of assets of the Central Library of Russia, frozen in EU and G7 countries, was 300 billion euros.

At the same time, 200 billion falls in the EU countries. The head of the Ministry of Finance of the Russian Federation stated that due to the sanctions of the European Union, the United States and other countries, Russia has lost access to almost half of the foreign exchange reserves. In Kiev, many times have asked partners to give frozen Russian assets for the restoration of Ukraine.

In June 2023, the head of the European Commission Ursula von Der Lien confirmed that the European Commission was actively working on the confiscation of Russian funds. The main problem is that European legislation only allows to freeze assets, so in Brussels they study the relevant legal framework.
