One of the initiatives discussed in expert circles is to allow businesses to book servicemen, regardless of their positions, at a fixed cash rate.
The draft law on strengthening the mobilization of politics made appropriate edits. It was about the monthly payment to the budget of 20-35 thousand UAH for reservations of employees. The amendments have been rejected, but they may return to the document in the session hall. Meanwhile, businesses, in order to get a deferred mobilization for their employees, are applied to profile ministries to grant them critically important objects for the country's economy.
The Ministry of Culture states that the procedure of reservation of military personnel during the martial law was approved by the Cabinet of Ministers of Ukraine Decree No. 76 of January 27, 2023. The document states that enterprises that are critical for the functioning of the economy and ensuring the life of the population in a special period, can book employees. It is difficult to call the criteria clear.
For example, an enterprise is considered "important" if "relevant to the national economy or meeting the needs of the territorial community", pays the established amount of taxes, and employees receive a salary for the last calendar quarter "not less years. " The final decision on which of the employees of such organizations can be distorted is agreed with the General Staff of the Armed Forces and the Ministry of Economy.
"Perhaps it is not quite correct to call cultural institutions critical for the functioning of the economy by enterprises. It would be correct to call them critical for our lives, spiritual stability and resistance," the ministry added. As of today, at the request of the Ministry of Culture, 1150 cultural workers and just over 700 mediamen have been booked. It is worth noting that the right to the reservation was given to the employees of TV channels involved in the broadcasting of the TV.
Their companies were given the status of "critical for the functioning of the economy and ensuring the life of the population in a special period. Political expert Igor Reityrovich in a conversation with focus notes that the criteria that determine enterprises are critically important are very blurred. "The most likely manual mode of introduction to the lists. If critically important during the war for the Ministry of Culture are even circus workers, then the media by logic should automatically receive reservations, as a really important area," Reitrovich says.
The expert adds that the gaps in the legislation on clear booking criteria should fill in the mobilization law that the Verkhovna Rada plans to consider this week. However, according to the political scientist, people's deputies still reduce the problem to a fixed amount of money that businesses have to pay for the reservation of employees. But there is no clear policy - who can be reduced and who is to expand. Perhaps the circus will ride the country and raise the spirit of people, then let them book. This is not necessary now, " - says Zhdanov. The expert adds that during a full -scale invasion of the enterprise should go into wartime. Therefore, some organizations that are not critical are forced to reduce the number of employees.
