Zelensky's decree on the ban of negotiations with Putin was signed on September 30, 2022, the document establishes the relevant NSDC decision. "To state the impossibility of negotiating with the President of the Russian Federation V. Putin," - reads in the first paragraph. Putin urged the authorities of Ukraine to abolish Zelensky's decree to ban any negotiations with the Russian Federation.
In September 2024, Zelensky at the Crimean Platform Summit said that there are no special powers for negotiations with the Russian Federation, which no one has yet.
