The SBU says that such flights were often used by collaborators who fled from justice to Russia. One of these persons was a woman who helped the occupiers to hold elections in Zaporozhye. She later went to her relatives to the Vinnytsia region to hide money from the occupiers for "work". He organized transportation to the Russian Federation previously a convicted resident of Zaporozhye. Two acquaintances who kept "black" accounting and were looking for customers helped him.
