The OSCE Bureau of Democratic Institutes and Human Rights has published a report on the violation of Russia's rights of Ukrainian children and their compulsory deportation

The Bureau of Organization for Security and Cooperation in Europe (OSCE) of Democratic Institutes and Human Rights has released a "Report on Violation and Abuse of International Humanitarian Law and International Human Rights, Military Crimes and Crimes against Humanity, related to forced movement and/ Or deportation of Ukrainian children to the Russian Federation. " It is the first separate special international report on the problem of illegal movement of Russian children by Russia.

The report was prepared by an independent mission of experts of the OSCE human dimension, which was applied for the third time on the initiative of Ukraine and 45 other members of the organization.

It is expected that the conclusions of a report on a significant number of violations and abuses of international humanitarian law and international law in the field of human rights, war crimes and crimes against humanity concerning the forcible movement and/or deportation of Ukrainian children to the Russian Federation, will contribute to international efforts and the development of mechanisms and the development of mechanisms.

The report states that since February 24, 2022, a large number of Ukrainian children had been moved to the temporarily occupied territories of Ukraine and the territory of the Russian Federation. " The authors of the document also emphasize that the evacuation and prolonged movement of Ukrainian children without consent is a violation of international humanitarian law, and in some cases a serious violation of the IV Geneva Convention and the Military Crime. The crimes that violate this Convention are named such actions as a change in Ukrainian children, the adoption of children unaccompanied by parents and similar assimilation measures.

It is also stated that forcibly displaced or deported Ukrainian children find themselves in a completely Russian environment, in particular in language, customs and religion, and are influenced by a pro -Russian information campaign, which is often reduced to purposeful re -education and involvement in military education.

It is stated that the Russian Federation creates a variety of obstacles for families who seek to return their children, and also impedes the establishment of a list of children and their location, which is a violation of the Geneva conventions. In addition, there were numerous and repeated violations of the best interests and rights of children provided for by the UN Convention on the Rights of the Child.

In particular, the rights to identity, family and family reunification, education, access to information, rest, leisure, freedom of thought, conscience and religion, the right to freedom and integrity, etc. "The aggregate consequences of these numerous violations have a very serious concern that the right of displaced Ukrainian children has been violated not to be tortured and ill -treatment and other inhuman or degrading dignity, types of treatment or punishment," the report said.

The mission has formulated a number of recommendations addressed primarily to the Russian Federation as an offender, as well as Ukraine and other states and international organizations in the context of protecting Ukrainian children deported to Russia.
