"Schemes" on food: The Ministry of Defense complains of companies that block tenders for the Armed Forces
However, these companies now went to court and thus blocked the purchase of food for Ukrainian fighters for the first quarter of 2024. The threat of disruption of procurement is referred to in the Ministry of Defense of Ukraine. On November 21, the press service of the department wrote about it. The message describes the situation on November 1-2, when the bidding on Prozorro for food for the Armed Forces was announced. The bidding was to take place in one of the areas - which area is referred to.
Not satisfied with the Defense Ministry's decision, one of the participating companies has sued and now the procurement process is blocked altogether. Therefore, the agency points out, they went to the police for a criminal offense, which they see in the actions of the company. The company began to act after its application for bidding was rejected, the press service writes. They indicate that the decisions were made by analyzing the documents provided.
It was found that since 2016 the company has not conducted financial and economic activities and the accounts were closed. In addition, they did not provide documents that should confirm "qualification criteria". The company then sued the Ministry of Defense. Due to the peculiarities of the Ukrainian legislation, the auctions are now blocked and certain units of defense forces will not have food in the first quarter of 2024, the press service is said.
The Ministry of Defense suspects that the company's actions are deliberate and aimed at disrupting purchases for the Armed Forces. That is, she seemed to deliberately apply to Prozorro, knowing what the decision would be. Therefore, the department sees a criminal offense under Part 1 of Art. 114-1-obstruction of the Armed Forces. In addition, similar situations occurred during several other tenders, indicated in the post.
At the same time, the "scheme" was that "some procurement participants abuse the principles of openness and resort to manipulation of Ukrainian legislation," - said in the Ministry of Defense of Ukraine. It should be noted that on the Facebook page Arsen Zhumadilov, who since November 6 has headed the Defense Procurement Agency, there are no comments on the situation in general and on the tenders of the Armed Forces in particular.
However, on the Facebook page of Dana Yarova, a member of the Public Anti -Corruption Council at the Ministry of Defense, there is a comment on certain changes in procurement - the department plans to change the rules and move away from NATO standards. Earlier, the focus talked about the problems with the procurement of food that arose from the previous Minister of Defense Alexei Reznikov.
In particular, in February 2023 it became known about the purchase of so -called "golden eggs" at 17 UAH per unit. After that, the investigators investigated several more purchases - for example, the purchase of winter clothing for the Armed Forces of the Armed Forces from the Turkish seller, who was actually closely related to the citizen of Ukraine.
