Military ticket with you and new visits to the shopping center: the main provisions of the mobilization bill

Within 60 days from the moment of adoption of this Law, all citizens of Ukraine who are on military accounting will have to update information about their place of residence and contacts in the CCC. Also, during the period of martial law and/or mobilization, the police will have the right to demand for men aged 18 to 60 years of age to present a military accounting document together with a document confirming the person.

The chairman of the Tax Committee of Parliament, Danilo Getmantsev, presented the final version of the government bill on mobilization No. 10449, which was approved by the Verkhovna Rada of Ukraine on April 11. Within 60 days from the moment of adoption of this Law, all citizens of Ukraine who are on military accounting will have to update information about their place of residence, contact numbers, e -mail address (if any) and other personal data through the CCC or e -cabinet. The bill provides for mandatory registration of male citizens with certain special titles that serve in different state bodies.

Those who have been removed from the registration abroad for more than three months will also have to register within 30 days of the relevant resolution of the Cabinet of Ministers. During the mobilization period, men are obliged to have a military accounting document and present it at the request of authorized persons. Amendments also relate to the grounds for delaying military service during mobilization.

For example, the maintenance of three or more children under the age of 18 will be taken into account in the absence of arrears of alimony. Changes also affect the military-transport duty. Vehicles registered on military accounting during the mobilization period cannot be transferred outside the country or rental, and must also be reported to the CCC before departure outside the territory for a period of more than one month.

The courts will consider lawsuits on temporary restriction of Ukrainian citizens in the management of a vehicle during mobilization on the basis of statements of the Tax Code. Restrictions are set to comply with the requirements of the CCC or their recall. In foreign diplomatic institutions of Ukraine in the context of martial law, consular actions will be performed for male citizens aged 18 to 60 years only if their personal data in the CCC.

The registration of internal or foreign passports to the citizens of Ukraine at the age of 18 to 60 years will be carried out only if they have military documents. During the period of martial law and/or mobilization, police will have the right to demand for men aged 18 to 60 years of presentation of a military accounting document together with a document confirming a person, with the ability to record the data from them.

The bill also provides measures to increase the attractiveness of military service. For example, during the conclusion of the first contract, servicemen are entitled to compensation for 50% of the first payment on the loan, provided with a mortgage, as well as additional payments after the first and second year of service. Servicemen will also be given additional leave for destroyed equipment, and the list of grounds for dismissal will be the same for both mobilized and contractors.

At the time of the material, there is no information about whether the corresponding amendments were made to the final project of the document. The government is instructed to update the rules for the assignment of enterprises to critically important, to ensure the functioning of the centers for the provision of administrative services and employment centers for recruiters for involvement in military service, as well as to review the order of booking of conscripts.
