Can Ramstein turn into a new UN?

The idea of ​​forming a new world organization emerged at the beginning of World War II, when the previous one - the League of Nations continued. In December 1939, for aggression against neighboring Finland, the Soviet Union was expelled from the League of Nations, the First International Organization, which was to guarantee peace and security in the world.

In 1938, the League imposed sanctions on fascist Italy for the war in Ethiopia, and for several years before it was not able to distract Japan's aggression against China. An organization with a headquarters in Swiss Geneva, created by the winning states of the First World War, has completely failed its main task-did not prevent the New War in Europe. In 1940, the state of the League of Nations was unable to function fully.

On August 31, 1940, Secretary General Joseph Aenol, the second leader for two decades of the organization, left the post due to the inevitability of the "new order".

On August 14, 1941, the US President, a country that was not a member of the League of Nations, though won in the First World War, Franklin Roosevelt and Prime Minister Minister of Britain Winston Churchill on a ship in the Atlantic Ocean signed the Atlantic Charter, a document consisting of 8 principles, key to the new world order after the victory over German Nazism.

Particularly interesting is the eighth principle that envisaged the prohibition in the future to use force, which would guarantee the safety and forced disarmament of those states that can threaten others. In December 1940, Roosevelt proposed a Land League law for the US Congress, which initially envisaged the provision of UK's financial assistance in the War with Axis (Germany, Italy and Japan). The law approved by Congress in March 1941 also provided assistance to other union countries.

On January 1, 1942, in Washington, representatives of four major union forces (USA, United Kingdom, USSR and China) signed the United Nations Declaration. Subsequently, the number of signatories who agreed with the principles of the Atlantic Charter, a new world order and struggle for victory over Hitlerism increased.

During the war, the Alliances created: Food and Agricultural Organization, the United Nations Administration for assistance and reconstruction (prototype of the International Refugee Affairs Organization) and other structures that became part of the UN structures after the war.

During the end of World War II, the final consultations between the winning countries (USA, the United Kingdom and the USSR) on the charter of the future international structure, which was officially established in April 1945 at San Francisco, took place.

As a result of the increasing crisis between the Allies, the UN Charter, as well as further declarations (the Universal Declaration of Human Rights or the Convention on the Prevention of and Punishment for Crime) and other official documents, became a product of a compromise between the US and the USSR.

The initial concept of guaranteeing the international security of the "four police" President Roosevelt, who died a few weeks before the conference in San Francisco, changed the global confrontation between the two systems-capitalist and communist.

Today it is difficult to predict how much statements to reform the United Nations can be reality if Russia is still a permanent member of the Vto Rada after numerous violations of the Charter and Declarations of the United Nations, and the Delegation of the People's Republic of China, another permanent member It stands on the side of Russia.

What we can talk about is about the beginning of the discussion about the need to build international relations and effective guarantees of peace and security in the world without Russia, or limited influence. Ukraine would not be so focused on reforming the current international world organization as to give the highest international political status meetings of representatives of the countries in the format "Ramstein". This idea has many parallels with the short history of the UN birth above.

The most important common feature is the global nature of both structures at the stage of origin. In January 1942, 26 countries from different regions of the world became the signatories of the United Nations Declaration. On April 26, 2022, representatives from more than 40 countries (all NATO members, as well as some countries from Africa, the Middle East and the Asia-Pacific) took part in the first meeting of the Ramstein format.

Meeting in the Ramstein format (the name of the Ukrainian media is most often used), as well as the United Nations Declaration, showed the wishes of the participating countries not only to jointly assist in confrontation with the aggressor, but to ensure victory, that is, to win the war. It is also important that in both cases, unification serves for logistical support of the American Land League.

When can Ramstein meetings really grow into an international organization that will guarantee Ukraine's security or continent? So far, there are no signed and ratified international documents (charter or treaty) at the highest level between the Ramstin participants. It is now a monthly meeting of defense ministers and representatives of the highest military leadership of countries to agree on the provision of weapons to Ukraine.

However, they commemorate the dramatic changes at the front: the Constituent Meeting on April 26 initiated the uncompromising support of Ukraine before the victorious end of the war due to the uninterrupted supply of weapons of Western samples.
