According to the investigation, in 2022 one of the societies in the Nikolaev area concluded an international contract for the supply of soybean grain with a foreign firm. Meanwhile, the deputy of the City Council decided to earn money and organized the company transshipment, soybean loading. In addition, he promised to help decorate the accompanying and customs documents, for this purpose the deputy attracted the contractor under the control of him.

In February 2022, in the port of the port in Nikolaev, the company under the control of the suspect began loading a foreign ship Soya.
