"Worst Situation": Lubin's told whom the hardest to return from Russian captivity

The Russian Federation holds about 25,000 civilian hostages. Only 144 people from this category have been returned to Ukraine from the beginning of the creation of the coordination headquarters. The Verkhovna Rada Commissioner Dmitry Lubinets stated that it is the most difficult to return civilian Ukrainians from the Russian captivity because the Geneva Convention does not contain provisions. He reported this in an interview with Radio Liberty. "There is a worst situation in civil hostages.

There are no international conventions. There is no return algorithm through the exchange procedure," Dmitry Lubinets said. He noted that there are many initiatives and countries that want to help, the result is, but slow. The Russian Federation does not want to give civilians, so it tries not to even lift this topic. According to him, the problem of exchange of prisoners has not attracted the attention of the international community since 2014.

Some civilian hostages in Russia have been held for years, they are given a long prison terms for allegedly "spies" of the Ukrainian army. Whereas their fault is only in the fact that these Ukrainians remained in the temporarily occupied territory and supported Ukraine with their actions. "We have a case where only the words that" in Ukraine was better "were condemned," Lubinets stressed. The Commissioner for Human Rights said that Russia holds about 25,000 civilian hostages.

Only 144 people have been returned from the creation of a prisoner of war. He believes that Ukraine needs to make an information campaign in order to draw attention to the problem of release of civilian hostages. International conferences are currently being organized where this issue is raised. In particular, this year it will take place at the highest level-a conference in Copenhagen on November 6-8.

It will be attended by heads of national human rights institutions, UN leaders, public organizations dealing with torture. We will remind, on August 29 the head of the Ministry of Foreign Affairs Dmytro Kuleba stated that Ukraine needs to involve third countries to release civilians from Russian captivity. Intermediaries are needed to address the issue of communication with the enemy.
