" Volodymyr Fesenko, Head of the Center for Applied Political Studies "Penta", said that the US elections need to be held to start negotiations. "I am convinced that some negotiations begin, first, that elections to the United States are completed, because Russians want to negotiate with Americans," he said. The political scientist added that the second condition is the stabilization of the military situation.

This is due to the fact that the Russian Federation has some advantage, there will be expectations that the war will be won. "As soon as the situation on the front stabilizes and understanding that none of the parties will win, will have to agree," the expert summed up.
