The edition of "Land" analyzed who was holding positions in pro -Russian administrations in captured regions. There is still no administration of the occupied regions in the Russian Unified Register of Legal Entities (EDRUO). In the occupied Kherson and Zaporizhzhya regions, locals are not ready to become collaborators and work on the aggressor country. As a result, Moscow is forced to look for these positions citizens of the Russian Federation.
Only court bailiffs, treasury management and tax authorities have been registered in the Federal Tax Service (FPS) from the Ukrainian regions. Thus, the "administration" of the Kherson region, moved to the left bank of the Dnieper, to date consisted of only seven officials: "governor" Vladimir Saldo, his "deputies" Vitaliy Buluk, Kirill Stramousov, Igor Semenchev, Aslan Arsanukayev, Sergei Cherevka, " Council of Ministers "Kateryna Gubareva.
After today's death of the Stramous, six of them remained six. The situation is similar in the Zaporizhzhya region. The administration's website contains only three persons, including the governor of Yevgeny Balytsky, the commandant of Berdyansk Dmitry Ryzhkov and "Deputy Head of the Mikhail Hrytsai Housing Region. However, both so-called "administrations" do not exist even in Russia, which created them.
Under Russian law, any organization must register with the FPS and receive a state registration number. This applies, in particular, to parliaments, courts and law enforcement agencies. But in the captured Kherson and Zaporizhzhya regions there are still neither "parliaments" nor "departments of the Ministry of Internal Affairs" nor the "courts". There are only lawsuits. But even such positions have to export people from Russia.
According to Ukrainian political scientist Vladimir Fesenko, the Kremlin overestimated the desire of Ukrainians to "rush into the arms" of the Russian Federation. "The reason for such appointments is a small number of potential collaborators. And even the locals, who are ready to adapt to the occupation, realized that it would be risky, so they were in no hurry to cooperate with the Russians," he commented.
According to "layout", the general trend in the captured Ukrainian regions - "officials" are people without the appropriate experience. As it happened, for example, with the "FPS inspections" created there. Low quality collaborators are obvious, Fesenko says. According to him, there is indeed Vladimir Saldo, who was the mayor of Kherson, and exnardev Yevgen Balytsky, who have the relevant experience.
"But the bulk of [people] who cooperated with the Russian authorities were margins with low moral features," the political scientist summarized. It should be reminded that Kherson's occupation administration moves to the left bank of the Dnieper, became known on October 19. Later, the Russian guides officially confirmed this information.
