Ukrainian military administrations should appear in 25 districts of Crimea, but ...

Denial already close? Why the Cabinet wants to create military administrations in Crimea

Ukrainian military administrations should appear in 25 districts of Crimea, but how to do it in a war with Russia is unclear. The focus interviewees were divided into the effectiveness of the initiative. Some believe that the liberation of Crimea should be prepared today, while others - against the swollen state apparatus and unnecessary expenses. The Government of Ukraine plans to create Ukrainian military administrations (VA) in Crimea and Sevastopol.

The Verkhovna Rada has already submitted the relevant bill No. 11064. In addition to the chief military body in the Crimea, there will be district administrations (SPA). Open data states that Crimea consists of 25 administrative-territorial entities. The powers of the organs will be the same as in the mainland Ukraine.

Based on the document, the responsibilities of managing the main Crimea will be obtained by the chief, who will be appointed by the President of Ukraine on the proposal of the General Staff of the Armed Forces. Heads of administrations of settlements and districts will be recommended for appointment by the President Chief of Military Administration of the Autonomous Republic of Crimea. The Cabinet has the right to submit to the Head of State submission to the release of heads in the Crimea.

District OVA and Sevastopol City OVA can form from servicemen, law enforcement officers and civil protection workers. They gather from the budget of Ukraine in the Crimea in the Crimea, and after the de -occupation of the peninsula - from the Crimean budget. The authors of the law did not prescribe the amounts for all these projects.

According to the argumentation of the authorities, the initiative will create "legal conditions for the restoration and ensuring the stable functioning of Ukrainian state bodies in Crimea. " The question remains, how and when they start creating VA - after the adoption of the bill or the de -occupation of the Crimean Peninsula? The new body can combine the powers of the classical VA and some executive bodies that have been seizing the Crimea.

According to the secretary of the Verkhovna Rada of Ukraine Committee on National Security and Intelligence, People's Deputy Roman Kostenko, it is unlikely that it is unlikely to think about increasing the state apparatus for Crimea. Moreover, there are already such structures. "The emergence of military administrations in Crimea . . . a kind of history. We need to explain in more detail to the public why this plan.

If simply for the picture, we already had the following: created bodies that operate in the Kherson region and in Kiev. For example, the SBU Office in Crimea and the Prosecutor's Office of the Autonomous Republic of Crimea. It only duplicated powers and created competition in special services. The workflow did not become better, many questions were for their effectiveness, " - says the People's Deputy Focus.

College of Kostenko on the Committee, People's Deputy Fedor Venislavsky considers otherwise: the sooner you prepare for the de -occupation of Crimea, the better. Additional state bodies are needed to control the peninsula in the transition period. "Russia can fire the territory of the Crimea, throw the landing [after the release of the peninsula]. It is necessary military bodies. It will practically ensure the continuity of the Ukrainian state bodies on the peninsula," the politician explains.

The important role of the Bill No. 11064 also has in the international legal aspect. Ukraine once again shows that it will never abandon the territories. Venislavsky believes that it is better to create VA before the liberation of Crimea. When asked about the approximate number of employees in the new VA and the cost of their maintenance did not answer and advised to contact the Cabinet of Ministers.

The problems of Crimea need to be addressed, monitoring the situation and finding out the needs of the Crimeans, despite the uncertain prospects of de-occupation of the peninsula, comments the focus of Major General of SBU Viktor Yugan. "All these issues had to be resolved in 2014. The SBU was then thought to be with Crimean staff departments. It was wrong to dismiss all the work for the President's representation in the Crimea. , - the expert shared.

If you put up to two officials for each district VA in the Crimea, for the budget of Ukraine it will not turn into "catastrophic" costs. But these people will "navigate the topic and prepare for the de -occupation", summed up the expert. The focus earlier analyzed the weaknesses of the Crimean peninsula in detail. The logistics chains used by Russia in Crimea are quite easy to destroy, consider military analysts.
