The Rearm Europe (Rearm Europe) is an ambitious project aimed at supporting the EU Member States in their defensive efforts, while providing immediate assistance to Ukraine. It proposes to give the countries more budgetary flexibility so that they can make significant investments in their defense potential without risking financial sanctions. This will allow member states to invest more in the defense sphere without violating fiscal discipline. It is expected that an increase in defense costs by 1. 5% of GDP in EU countries will provide up to € 650 billion over four years.

The creation of a special defense fund is planned to launch a new financial instrument that will provide EU $ 150 billion in the form of EU countries for investment in the defense industry. These funds will go to the purchase of weapons, including air defense systems, artillery, rockets, ammunition, drones and means of combating them, which, for its part, will strengthen Ukraine's support.

The use of EU budget EU is ready to provide additional incentives for the participating countries, allowing them to use cohesion policies to finance defense needs. Attracting EU private capital intends to more actively attract private investment mechanisms, accelerating the creation of a union of savings and investments. The inclusion in the initiative of the European Investment Bank is envisaged to involve the possibilities of the European Investment Bank to finance defense projects.

Thus, the "Re -Epors" plan provides direct support to Ukraine in its fight against Russian aggression. Commenting on the initiative, Defense Express reviewers noted that the total defense costs of all EU countries in 2024 amounted to € 326 billion.
