Fighting corruption during the war: as NAPC and NABU coped with their work in 2023

The experts evaluated the efforts of NABU Director Semen Krivonos and the head of the NAPC Alexander Novikov on the eradication of corruption in Ukraine. The focus was rating of Ukrainian ministers and tops, which also included the heads of anti -corruption agencies. It is the director of the National Anti -Corruption Bureau of Ukraine (NABU) Semen Krivonos and the Chairman of the National Agency for the Prevention of Corruption (NAPC) Alexander Novikov.

For focus rating, profile experts evaluated the work of anti-corruption on a 10-point scale. The amount of points was divided by the number of experts, thus receiving the average assessment of the activity of each official. The work of the Director of the National Anti -Corruption Bureau of Semen Krivonos on average was estimated at 6 points. He headed NABU only in March 2023. "There were many fears, but in fact, they were not justified.

The body was working well, global negative changes were not noticed," said the founder of Statewatch Alexander Lemenov. People's Deputy Yaroslav Yurchyshyn noted that at Krivonos the pace of work of the anti -corruption department remains at a high level, and the number of cases is increasing. To NABU's failures in 2023, the politician attributed the release of a group of detectives who investigated cases against the deputy head of the Presidential Office Oleg Tatarov.

In turn, the Executive Director of the Center for Combating Corruption Darya Kaleniuk believes that Krivonos demonstrates a lower level of autonomy than his predecessor. Experts noted that this year the government approved the anti-corruption program for 2023-2025, which was developed by NAPC under the leadership of Novikov. "This is not a software text, but a specific document with plans and terms of its implementation.

If we will execute it, we will become the least corrupt country and the mainland, and even in the world," said Izya Martin Boguslavts, executive director of the anti -corruption center Izi. According to the head of the legal department of the Center for Anti -Corruption Elena Shcherban, Novikov managed to gather the best composition of the agency and to establish his work.

At the same time, she pointed out that there was still no systematic changes in the issue of verification of declarations and procedures for their verification. "Unfortunately, very mixed priorities - on the one hand, NAPC is engaged in sanction policy, on the other hand, there was no activation of electronic declaration, if it is not a request of society or international partners," Yaroslav Yurchyshyn said in a comment to focus.
