The purpose of the mural is to honor the work of GUR and to commemorate the military success of the Defense Forces of Ukraine in the Black Sea. The artist chosen the name "The Wise Rus Over the Stars" for his mural. This slogan coincides with the slogan of Ukrainian military intelligence.

The initiator of the creation of murals is the Charitable Foundation "Contemporary Ukraine" with the support of GUR Ministry of Defense. In the plot of the Mural - successful operations of the GUR, in particular, the attacks of the Magura marine drones within joint operations with the SBU and the Navy of Ukraine, which forced almost completely capitulating the Black Sea Fleet of the Russian Federation and caused him a great loss, including the destruction of the flagship ship.

The foreground of the mural depicts the symbol of GUR - owl. Behind her a hand that symbolizes the invisible work of GUR.
