It is not unfortunate to state, there is a direct connection between the sanction policy of the West and the capabilities of the Russian Federation. Why sanctions do not give the desired effect, Ukraine welcomes the EU's determination and systematic work on sanctions, but insists on increased sanction pressure. Only Russia's complete restriction can stop hostilities. Buying from the aggressor is equal to finance this war. The first, seventh package of the European Union approved on July 21, 2022.
During the passing time, the Armed Forces of Ukraine released the practical all the occupied part of Kharkiv, a large part of Kherson region. Thousands of square kilometers of Ukrainian land and thousands of families who were forced to live in occupation. This testifies to the courage and strength of our defenders. But at the same time, the effectiveness of Ukraine's military cooperation and our allies.
The other day, the World Bank has published its report, which predicted that in 2022 the Ukrainian economy would fall by 35%. At the same time, Russian - only 4. 5%. The following year, the fall of the Russian economy was predicted at 3. 6%. And this is a direct evidence that the fight against the aggressor on the economic front should be more efficient.
The reason for the replenishment of the Russian Treasury is to delay the timing of the adoption of regular packages of sanctions by our Western partners and the selectivity of decisions. Unfortunately, which was observed earlier and, unfortunately, applies to the eighth pack. So, what the European Union has approved and what else needs to be approved for maximum effect. The eighth package.
What it consists of seven normative acts, which are submitted on the joint initiative of the European Commission and the High Representative of the Union for Foreign Relations and Security Policy. It is enshrined in both the decisions of the Council in the field of foreign relations and security policy, and EU regulations. This duplication gives the greatest legitimacy of these decisions both at the EU level and at the Member States. In addition, the form of new measures indicates a sequence.
All new measures are changes to mechanisms that have been working for a long time. For example, new imports and export prohibitions were added to Regulation No. 833/2014 of July 13, 2014, and this is the 17th amendment to this Regulation.
The package expands the list of sub -persons who have been imposed on the threat of territorial integrity, sovereignty and independence of Ukraine, makes a comprehensive review of trade measures and contains clarification on the prohibition of imports into the EU of goods from the uncontrolled territories of four regions. Trading measures can be divided into three blocks: a) measures to limit military potential.
This block contains an expansion of the double use list that can strengthen the Russian military industry. As well as a complete and universal prohibition of trade in weapons between the EU and Russia. In particular, weapons from other countries. B) measures to limit the economic development of the economy of the Russian Federation. The list of goods prohibited from exports to the Russian Federation has expanded in this direction.
EU citizens are forbidden to occupy any positions in companies with the Russian Federation. As well as provide architectural, engineering, IT consulting and legal services to Russian entities. That is, it is forbidden to share not only technologies, but also knowledge and experience. C) measures to cut off the Russians from the EU markets. A complete ban on cryptocurrency transactions with Russian entities has been introduced.
The list of goods prohibited for imports from the Russian Federation has been expanded. Introduced but not implemented a decision to limit the price of oil and expanded the prohibition on imports of steel. What sanctions needed for a stronger pressure on Russia, the last block of decisions particularly clearly outlined the main issue of further sanction policy - how to manage the interests of European companies. Which is obviously taken into account by our partners when making sanctions.
Undoubtedly, the political interest of Ukraine and the EU is common and unambiguous: Russia should be responsible for its crimes. At the same time, the production processes and chains of supply of individual companies to the EU are forcing them to lobby for various seizures. Yes, the concept of the oil price limitation has not yet been implemented for the prohibition of oil transportation by sea transport, if the price of such oil is lower than the ceiling installed.
This is a reverse towards states with a large fleet of tankers. In addition, pipeline transport was removed from the future mechanism for oil prices. Ukrainian Forbes calculated: the cost of 84 rockets and 24 drones-Kamikadze used by the Russians during a massive missile strike on October 10 is $ 400-700 million. .
According to President of Ukraine Volodymyr Zelensky during an urgent meeting of G7 heads, a rigid price ceiling for oil and gas exports from Russia is required-zero profit for a terrorist state. In fact, it should be a complete embargo-the creation of conditions under which the aggressor state would stop exports or would be forced to carry out it for a loss. The expansion of the embargo on imports of steel from the Russian Federation, adopted by the EU in the eighth package.
Despite the stated ban on imports of Russian semi -finished products, the final decision provides exceptions for imports of slab from the Russian Federation into the amount of historical imports. Paradoxically, this decision plays in favor of metallurgical facilities in the EU, which belong to Russian companies and take raw materials from Russia.
This is the first quotation of imports that is introduced within the framework of sanctions policy, and of course, it will become an administrative burden for exporters. In the structure of exports of the Russian Federation in 2021, the exports of metals and products made almost 11%. In particular, ferrous metals - about 6%. This is a significant volume.
The fair symmetrical response to the destruction of Ukrainian metallurgical plants and the complete blocking of Ukrainian exports of metals by sea should be complete - without any exception - embargo on imports of products of the metallurgical industry of Russia. It is on such uncompromising decisions that Ukraine insists. And we did not see such decisions in the eighth package.
Despite the support of Ukraine's position and the insistence of a number of countries, including Poland, Latvia, Lithuania, Estonia, it is not included in the embargo on the import of diamonds from Russia-another powerful article of the foreign currency income of the aggressor country. There is no solution and expansion of the list of banks of the Russian Federation disconnected from SWIFT.
At the same time, Ukraine's position on this issue is known to our European partners from the first days of a large-scale invasion-all banks of the terrorist state should be disconnected from SWIFT. We continue to fight despite the disappointment of such examples within the eighth sanction package that further work with the EU is ongoing.
Part of the recently adopted NSDC decision to impose sanctions against more than 3,600 people involved in aggression is the sanctions that have previously imposed by Ukraine. In further working with partners, we will focus on the requirements to expand the current prohibitions. Such a logic of events is already implemented, for example, by expanding prohibitions on cryptocurrency transactions.
The main task is to prove that the exception, removal and exceptions in the event of sanctions will distort competition within the EU and will adversely affect the market to which Ukraine integrates. To prove that exception entities can also work in the conditions of a full ban: buying goods that have come under sanctions, if not in Ukraine, in other markets. But not in Russia. The expected losses of Russian sanctions adopted in the eighth package will be about 7 billion euros.
These are hundreds of missile missiles that are not released across the homes. Thousands of people not killed by Russia. And we are grateful to our allies for that. But it should be understood that Ukrainians do not have enough to reduce the number of missiles and the number of victims of blows. Neither the first nor the second should be in the life of the country at all! And for this you need to stop the aggressor once and for all. Hardly. Uncompromising.
