In his address to the people on February 21, Russian President Vladimir Putin may announce new means of supporting mobilized citizens. The Kremlin is preparing for a new mobilization of Russians for war in Ukraine, but it is increasingly difficult for the authorities to protect citizens from this topic.

According to a Russian survey conducted in December 2022, 52% of Russian residents had friends or relatives who went to fight, reports the UK Ministry of Defense in its report of February 18, published on Twitter. According to intelligence, in the case of new explicit or hidden mobilization of Russians in the war in Ukraine in Russia, the problem of social support for conscripts and their families will intensify.
