According to the Head of the State Duma, a document called "An application for recognition of the Russian Federation as an occupation regime of the territories of Georgia", which, he said, is required to sign those who enter Georgia by Russia. "If so, and our citizens sign this document, it is quite obvious that it is a crime. It is necessary to understand this, because the first paragraph says that the signatory acknowledges that his country is an aggressor country.

Volodin, quoting the probable document, listed some of his points, according to which the signatory acknowledges that the territories of Georgia - Abkhazia and South Ossetia - are under Russian occupation, and with the assistance of separatists in the Georgian territory carried out ethnic cleanses.

According to another provision of the application, citizens of the Russian Federation who have signed it condemn all Russia's hostilities against independent states. "What is it? Maybe those who have signed this document, well that they went? They do not have to stay for them. They have already betrayed. If they plan to return back - they will be punished," Volodin said. The State Duma spokesman also reported that the Russian authorities were lists of citizens who left the country.
