But excessive concentration of powers and resources in the hands of power will be a threat to freedom and democracy in post -war Ukraine. Because such concentration distorts free and fair competition, which is a market economy driver and the key to democratic government.
If the closeness to the authorities is the main competitive advantage in Ukraine (and before that goes), then corruption and neoplasm will bloom in it with a lush color, regardless of the number of NABUs, Saps, Waks and other anti -corruption bodies created. And the struggle for power will take the ugly forms, because it will turn into a too seductive jackpot in order to limit itself to any moral or other imperative in the struggle for it.
On the other hand, the history of post -war Europe teaches that the Great War naturally brings out the left -hand for the political arena, because the concentration of resources and regulation of markets is urgently needed to rebuild a mutilated country. That is why, after the end of the Second World War, the left governments came to power in virtually all European countries, except by several exceptions to the Frankist Spain or the Salazar Portugal inconstructed by the war.

Aware of all these challenges and dangers, it is extremely important for us to correctly determine the role of the state in post -war Ukraine. Realizing that on the one hand, only the authorities can handle the scale of the tasks that war and post -war recovery.
On the other hand, it is extremely important for us to avoid the transformation of Ukraine into small Russia, which the Putin regime has put into full control, turning into a rotten swamp of corruption and ineffectiveness under the cover of aggressive propaganda. In short, the state is intended to create an infrastructure for an economic (and as a consequence - a demographic) boom, avoiding the temptation to turn into a basic economic actor.
Putin's state capitalism or dominant state -owned companies is radically unacceptable for Ukraine. And this means that the state should be strong, capable and subjective to force large private players, including transnational corporations or local monopolists, play by stringent rules that make them work for a common good, including to refuse offshore profits , to pay a fair rent for the use of a non-renewable resource (such as minerals or land) and comply with environmental standards.
We need locomotives of economics (large corporations), but rails (fair rules of the game) should be determined and guaranteed by the state so that these business sharks do not turn Ukraine into America by Gilded Age . . . But for small business, the state should consider it here Not as an object of fiscal racketeering, but as a partner in reducing social pressure on the budget.
I would generally dismiss such business (with a turnover, for example, up to UAH 10 million a year) from any taxes and audits. Would make him (until this business leaves the legal field) invulnerable to security forces. Do you feed your family? Do you teach children? Do you keep your parents? Honor and praise - pay indirect taxes at the gas station or in the store when you spend honestly earned money.
Small and medium -sized businesses, by virtue of its mass, should be a guarantor of democratic development in post -war Ukraine . . . Let's be a simple decision! When the war is over, Ukraine and Ukrainians will have to go between the scilla of the blind faith in a state that risks turning into a small semblance in the likeness of European Argentina. And so you should already think, discuss and plan the architecture and functionality of the authorities in post -war Ukraine.
