It is to resolve these issues that the bill on taxation of prisoners of war is proposed. Oleksandr Pavlichenko noted that the average payment of convicts, including Russians, in the penitentiary system is very different-from 200 to 1500-2000 hryvnias. They can repair either agricultural machinery or some cars, respectively, receive the largest, say, payments. In this case, prisoners of war receive money to their own expense in this institution.
They can be used in a store that offers tea, cigarettes, hygiene items. After the release, when the prisoners are transferred to the territory of the Russian Federation, they receive these funds. According to the Executive Director, prisoners of war should set the account for their maintenance. Its size depends on what costs in the institution and how many people work there. It can reach 300-500 UAH per month for keeping a person.
"The part of this amount, which should be paid to their personal account, goes for maintenance within the framework of this correctional institution or that institution where they are kept," - added a representative of the Ukrainian Helsinki Union.
It should be noted that the legal status of Russian prisoners of war in Ukraine is governed by international humanitarian law, especially the third Geneva Convention on the Treatment of Prisoners of Pursuing of August 12, 1949, as well as the relevant national legislation of Ukraine. Ukraine is a party to this Convention and is obliged to comply with its rules.
The basic provisions on the legal status of Russian prisoners of war in Ukraine: accordingly, prisoners should be maintained in the appropriate conditions: work for all able -bodied prisoners of war is obligatory. It is paid according to tariffs. In addition, prisoners of war can send and receive letters from relatives. The International Committee of the Red Cross has the right to attend the places of maintenance of prisoners of war and to monitor compliance with the Geneva conventions.
