In fact, if Russia manages to force Ukraine to go to such an agreement through bilateral contact, albeit with the participation of the UN and Turkey, it will be the first step in trying to force Kiev to the dialogue of the "truce" so critically necessary for the Russian occupation troops.

That is, the Kremlin's multi -passenger is extremely clear - through terror, to force Ukraine to go to the first, seemingly critically important agreement, but through it, to force the occupiers to seek from 2022 in order to restore and accumulate strength during the pause.
