The ISW report recalled a fresh case when the Kremlin has already accused Ukraine and translated its guilt. It is about the appearance of Russian drones in Poland and Romania in early September. Moscow then stated that these were the Ukrainian military guilty of the emergence of UAVs in a foreign territory, as they disorient the Russian drones, who simply headed for the target.

"The Kremlin probably creates information conditions to accuse Ukraine of future attacks that Russia itself can carry out against Poland or other NATO countries," - summed up ISW analysts.
