Zelensky noted that this is the only question of consent with the Russian Federation during negotiations in Istanbul. It turned out that the contacts had already "occurred" and the Russians handed over to Ukraine lists for exchange. Now various agencies - the Main Department of Intelligence, Security Service, External Intelligence Service, Ministry of Internal Affairs - work on these lists. The Ombudsman for the Protection of Human Rights also joined the post.
Zelensky explained that it is necessary to study people whom the Russians want to return. "The Minister of Defense of Ukraine Umerov controls the organization of the process and the implementation of the agreement. We find out the details for each person, which was submitted on the lists from the Russian side," Zelensky wrote. Meanwhile, the RBC RBC made a comment on the exchange of prisoners 1000 to 1000 from the Russian State Duma deputy Saralyev, who coordinates these issues.
The Russian official stated that the process would be difficult because of a large number of people. According to him, the exchange will last several days because of "technical difficulties". The exact date when Ukrainians are returned home, Saralyev did not voice. It should be noted that on May 16, negotiations were held between the Russian Federation and Ukraine and one of the issues on which the consent came, concerned the exchange of prisoners.
After the negotiations, the head of the Russian delegation, Volodymyr Medinsky, reported that there will be an exchange in 1000 to 1000 format. One of the last exchanges of prisoners between the Russian Federation and Ukraine took place in May 2025. 205 defense fighters returned home. Among them are fighters of almost all the troops, including the defenders of Mariupol, who have been in Russian prison for almost three years.

As it turned out, the man could return home during the exchange, but refused to benefit the wounded soldier.
