The corresponding changes to the "Rules for the Crossing of the State Border by Citizens of Ukraine" were approved by the Cabinet of Ministers Resolution No. 840 of August 11, 2023. The press service of the Ministry of Veterans noted that citizens who are not subject to military service during the mobilization whose close relatives were killed or missing during the anti -terrorist operation were not subject to departure abroad during martial law during martial law.

The corresponding changes are approved in order to avoid the restriction of the rights of members of families of persons who have died or disappeared during participation in the ATO (from 2014 to April 30, 2018). "The government has removed the right to cross the state border during the period of martial law by persons whose relatives were killed or missing while participating in the ATO," said the Minister of Veterans of Ukraine Yulia Laputina.

Earlier, the right to cross the border had "military personnel who are not subject to conscription during mobilization whose close relatives were killed (missing) while participating in the implementation Federation in Donetsk and Luhansk regions, as well as in ensuring national security and defense, repeling and restraining armed aggression against Ukraine ", which concerned the period from April 30, 2018 to February 24, 2022 and from February 24, 2022.
