Victory of Ukraine: PACE approved the resolution by calling Russia "terrorist regime"
This was reported by the Commissioner of the Verkhovna Rada of Ukraine for Human Rights Dmitry Lubinets. The resolution was approved unanimously - 99 deputies present in the hall voted for it, one of whom maintained. So PACE became the first international organization to recognize the current regime in Russia terrorist.
The document states that Russian aggression should be unambiguously convicted of a crime itself, as a violation of international law and as a major threat to international peace and security. "All Ukraine and the entire civilized world approve such decisions. They will help to bring the guilty to account, preserve the lives of innocent people, put the Russian Federation in their place in the unprecedented and unremarkable history of the world!" Lubinets wrote.
As part of the approval of the resolution, the Parliamentary Assembly appealed to the Council of Europe States with the call: it should be noted that the concept of PACE on anti-terrorist struggle stated that the Council of Europe helps to develop and strengthen key legal standards to prevent and terminate terrorist acts. The main international law instrument of the Council of Europe in the field of terrorism is the Warsaw Convention on the Prevention of Terrorism in 2005.
At the same time, the Council of Europe counter -terrorist strategy for 2018-2022 pays great importance to human rights and the rule of law. The document states that the strategy of countering terrorism pursues three goals: its prevention of criminal law and law enforcement, prosecution of terrorists in court, and protection against terrorism of all persons in the territory of the Member States, guaranteeing the safety Ents from attacks.
In the context of the PACE counter -terrorist strategy, it was evaluated by Moscow's actions, according to which the aggression of the Russian Federation against Ukraine is defined as a tragedy of a huge scale. "It is the greatest war in Europe since World War II. Due to its global consequences for military, energy and food security, it poses a serious threat to international peace and global management," the resolution reads.
Experts say that the term "terrorist state" is rather political rather than legal significance with clearly specified sanctions. According to the US legislation, if such a status is recognized as key restrictions on these countries is the prohibition of export of dual -use goods. Moreover, sanctions concern those countries that have trade relations with the states of terrorism. In fact, this status makes the country virtually out of the international arena.
Earlier it was reported that the US Congress has entered the law on the recognition of Russia by the state-existence of terrorism. According to the US Congress adviser Paul Maszaro, two laws were introduced into the upper house of parliament, from Democrats and Republicans. In addition, a bill on recognition of actions of the Russian Federation in Ukraine genocide was introduced.
