He said that the document contains a call to the UN Member States to unite and create legitimate international infrastructure to overcome the consequences of the invasion of the Russian Federation into the territory of Ukraine and fix evidence of the atrocities of Russian troops.
The Ukrainian diplomat noted that in 1991, in 1991, the effects of Iran's invasion of Kuwait adopted a number of resolutions, according to which a commission and a fund for damages caused by war were created. However, he noted that Russia would not allow such a decision to be made in the Council of War in Ukraine and would be exercised by the veto.
"Russia prefers the impunity of responsibility, and when it comes to the process in the Security Council, it knows only two things - a lie and a veto," he said. Sergey Kislytsa said that the Russian Federation destroyed almost half of the power grids and engineering communications in Ukraine. As a result, millions of Ukrainians were left without electricity, water and heating before winter.
"The atrocities committed by the Russians in the occupied territories: murder, rape, torture, forced deportation, looting," they say for themselves, "he said. The document is called "providing legal protection and reparations in connection with aggression against Ukraine". It also provides recommendations to the States on the creation of an international register of losses: documentation of evidence and information on harm, loss or injury caused by war to people and the state.
