"This is the Presidential Decree": Hackers "froze" money in the accounts of the Russians in three banks

Banks claimed that such a decision is based on the Decree of the President of Russia. However, the numbers of the decree specified in the messages did not find confirmation on the portal of legal information. The hackers broke the websites of three major Russian banks-"Fora-Bank", "BZF" and "All-Russian Bank for the Development of Regions"-and posted notices about freezing those deposits and accounts of individuals with more than 1. 4 million rubles.

This was reported by The Moscow Times on Thursday, November 9. On the sites of all three banks hackers referred to the decree of the President of Russia of November 2, 2023. The document allegedly obliges banks to transfer individuals of individuals to federal loan bonds. At the same time, the reports indicated different numbers of the decree - from 819 to 823. However, there are no such decrees on the State Portal of Legal Information.

Later, the broken messages were removed from banks, and the organizations themselves stated that information on suspension of payments is invalid and has no legal force. The BZF-Bank stated that the organization's site has become the object of unauthorized access and hacking. Information on suspension of payments on deposits and accounts with the bank was officially denied.

The Fora-Bank reported that the information on the site is not true, and the bank works in full-time mode, serves clients without interruptions, and accepts and issues deposits according to the terms. Recall that in October Ukrainian hackers managed to break the database of the Russian bank and publish data of about 30 million of its clients. Prankers even personally called the owner of Bank Michael Friedman to tell him "good news" of the break.
