Single Register of Military Duty: As Ukrainians refer to electronic military accounting (infographics)

Ukrainians are well aware of electronic military accounting. More than half of the survey participants believe that the "Protection" system will improve the mobilization process, but even more respondents do not want their data into the system. Since October, the electronic register of conscripts has been working in Ukraine. Electronic military accounting developers promise the full coverage of conscripted citizens and a significant simplification of the mobilization process.

Active Group, specializing in sociological research, conducted a survey among Ukrainians about their awareness of the system of electronic military accounting "Oberig" and attitude to the innovation. The results of the study are reported on the company website. The survey showed high awareness of Ukrainians about the launch of the electronic register of conscripts. A little more than 70% of those polled know about this innovation in military accounting and only 13.

9% of respondents said they were heard for the first time. More than half of Ukrainians are more or less convinced that the introduction of electronic military accounting will help to improve the mobilization process. Fewer than a third of the survey participants look pessimistic to the digitalization of the conscripts.

At the same time, the desire to get into the database of the E-Register "Oberig" revealed less than a quarter of respondents, while more than half of the Ukrainians interviewed opposed. The launch of the register "Oberig" was informed by the head of the Ministry of Defense Mikhail Fedorov, noting that the system has a reliable cyber defense. Currently, the database with personal information about the conscripts is filled by 90%.

Service information and personal data from the Unified Register of Military Activities will enable the military: at the same time, for men, men do not have to come to the CCC personally for military registration. Information in the "Oberig" system will be received without the participation and notification of the conscript.

Four databases of other agencies have already been connected to the register of conscripts: access to the Register has been provided to the employees of the Tax Code and the SBU, who will keep military registration, will monitor the movement of servicemen in Ukraine and check the grounds for leaving the country. Technically, sending electronic stories to recruits is not more difficult to send a regular message to a smartphone or email.

However, according to the Secretary of the Verkhovna Rada Committee on National Security, Defense and Intelligence of Roman Kostenko, such newsletters will not be valid at the moment. The current legislation does not restrict the employees of the Tax Code at the place of delivery of the summons. It can be presented with a conscript at home, in the workplace and even on the street.

But the law requires a personal meeting with the conscript and the transfer of the summons from hand to hand, which is confirmed by the signature of the military. In the case of electronic summons, a personal meeting with the conscript is impossible in principle, so without changes in the legislation, the distribution of e-story can not be introduced. We will remind, lawyer Christina Kovtsun told what threatens the refusal to pass the VLK.
