Since then, carriers have been forced to receive the necessary spare parts due to complex indirect import schemes. Sources in the Russian aviation industry claim that the Kremlin promotes the idea of removing restrictions on the supply of parts, since without them maintaining flight safety is allegedly impossible. It is this argument that Moscow gives in his appeals to the ICAO regulators and delegates.
The International Civil Aviation Organization has already condemned Russia for violation of Ukraine's sovereignty and illegal re -registration of aircraft. Nevertheless, Moscow seeks to receive a place in the governing council of an organization consisting of 36 states. In 2022, the attempt to join the Council failed due to lack of votes, but now Russia is trying to try again. Canada has already opposed such an initiative.
The country's Foreign Ministry emphasized that they do not support the election of the Russian Federation to the governing body of ICAO. Russia also appeals to the fact that the United States has recently lifted sanctions from Belarusian "Belavia". The Kremlin tries to use this precedent as an argument in negotiations, indicating that aviation restrictions seem to violate people's right to freedom.
Documents transferred to ICAO also criticize the closure of 37 states for Russian airlines and a ban on aircraft maintenance and insurance. However, according to experts, the problem is that the Russian air park is rapidly wearing. Some of the parts for Airbus and Boeing cannot be obtained even through "gray" channels, and this can lead to mass simple aircraft. Signs of deterioration of the fleet are already noticeable.

Just a few days after the tragedy, the National Aeroflot Carrier was forced to cancel dozens of flights due to a powerful cyberattack.
