Ursula has visited our country for the third time after February 24. And every time her visits open a new stage in the rapprochement of Ukraine and the European Union. We discussed all the key points in our relationship. But now I would like to point out the integration issue, the movement of our country to full membership in the EU. Whatever the circumstances, we still implement every detail of our arrangements to open the possibility of negotiations on membership.
Already in November we have to follow the seven recommendations of the European Commission, which we received when obtaining the status of a candidate. It should begin the evaluation of the European Commission of our progress in integration as soon as possible. And next year we must come to clarity in the main question: when we can start negotiating on membership. On the Ukrainian side, everything will be done for this purpose.
And as elements of rapprochement we consider things such as the EU internal regime for Ukraine, as a combination of our institutional work, for example, in customs - in joint customs control between Ukraine and EU countries. We are already working for this. Today, Ms. Ursuli thanked for his support - macro -financial, sanction, defensive.
We also discussed cooperation in energy, which is extremely important for Ukraine and every EU country before this winter, which Russia will try to use against all of us in Europe. I informed about the new and especially vile tactics of Russian terrorists - blows on energy and hydrotechnical infrastructure. Just as the President of the European Commission in Ukraine, the Russian army struck a new rocket strike along Kryvyi Rih, Kirovograd. In both cases - on hydrotechnical structures.
The purpose of these blows is completely clear. These are the blows of people, in the normality of life in Ukraine. The terrorist state tries to show that it can compensate for such blows by the cowardice and the talentlessness of its military, the failure of its efforts to avoid sanctions and economic isolation. In response, we should show that every manifestation of Russian terror will be invariably rigid and fundamental reaction.
Therefore, we need an eighth EU sanction package - we talked about it with Mrs. Ursula. A fundamental decision of the United States of America against a terrorist state, legal recognition of this status is needed, and we, by the way, have recently discussed during a visit to Kyiv US Secretary of State Anthony Blinken. We discuss this issue during contact with congressmen. Progress in providing Ukraine with air defense systems is required.
We already have agreements with certain countries, our diplomats work with others. I would like to emphasize that without providing us with sufficient enough effective air defense systems that will protect the Ukrainian sky, Russia will continue to feel impunity and provoke new local and global crises. Therefore, the protection of Ukraine from Russian missiles is a truly basic element of global security. In general, Ukraine's support for weapons, shells, finances is crucial for peace in Europe.
The better the support we have, the faster this war will end. He spoke about this with representatives of the leading analytical centers of Poland, Britain, France and the United States, who came to Kyiv. The real protection of freedom and our common values of the free world is now possible as a result of the victory of Ukraine in this war. He spoke about Ukraine's further support with Canada Prime Minister Justin Trudeau. As always, very substantive, specifically.
We discussed various security issues, including Russian missile strikes, defense assistance, training of our military, prospects for the development of the situation on the battlefield, restoration of critical infrastructure before the winter. I am grateful to Mr. Prime Minister for the support we have already provided, including financial, for the expense of gas purchase. And for understanding the steps we have to take to break Russia's terrorist plans.
Today, an important IAEA resolution was adopted-a resolution demanding Russia to stop all actions against the Zaporozhye Nuclear Station at the station itself, on any other nuclear object in Ukraine. Although international organizations are often limited in their ability to respond, but we see that the IAEA clearly determines the source of radiation danger, namely: Russian military presence at the Zaporozhye station, Russian actions against the nuclear power plant.
Therefore, the complete demilitarization of the station, the immediate withdrawal of all the Russian military - is the only thing that can ensure the implementation of this IAEA resolution. And this is also a basic element of global safety. While Russian soldiers remain at the ZPP, the world remains on the verge of a radiation disaster - worse than even Chornobyl. And this is a common responsibility of all in Europe and in the world - to remove the Russian presence from the territory of ZPE.
I would like to thank all representatives of the State Emergency Service, utilities, builders, police officers, military, local authorities, business representatives - everyone and everyone who is involved in eliminating the consequences of Russian rocket terror, who assisted those who have been injured. In Kryvyi and Kirovohrad region, in Kharkiv and Zaporozhye, in Nikolaev and in Donetsk region - in all cities and communities from which Russia is bullied with the help of its missiles.
The terrorist state has used more than 3800 different missiles against us. But no rocket will bring Russia closer to its goal. There will be no conquest of Ukraine. And each rocket brings Russia closer to greater international isolation, to greater economic degradation and to an even clearer historical condemnation. And finally.
