According to the results of a full -scale military conflict in Nagorny Karabakh, which resumed in September 2020, Yerevan, Baku and Moscow signed an agreement on termination of hostilities. As part of this Agreement, Armenia agreed to transfer to the control of Azerbaijan three districts - Agdam, Kelbadzharsky and Lachinsky, as well as part of the Gazakh district.
