The decree of the Russian President "On the features of legal regulation in the field of use of nuclear energy in the territory of Zaporizhzhya region" was issued on October 5. According to this document, the Government of the occupying country should ensure the adoption of the Zaporozhye NPP into federal property.

Creating a SBU is necessary to guarantee the safety of atomic energy objects of Zaporizhzhya NPP. The European Union has already stated that it is strongly condemned and never recognized Putin's decree on the capture of the Zaporozhye NPP. The EU Diplomacy Head of Josep Borrel has urged to strengthen the presence of the IAEA at the nuclear power plant to improve security. Josep Borrel also stated that the Russian Federation should leave the ZPP and return it under Ukraine.
