"In the Kherson SBU worked for Russia." Refat Chubarov - about counteracting the special services of the Russian Federation and the connection of Kharkiv agreements with the occupation of Crimea

But we also have different information from our comrades who, in particular, worked (some - and work today) in the Kherson region.
If necessary, we can share this information with the investigation. I can say that the instant occupation of the Kherson region has created the conditions for us to learn about some things that do not color our security service. It is a pity that this happened as a result of occupation. So instantly, the Russian military captured offices, including the SBU that they were in the hands of documents that were not supposed to get to the enemy.
In particular, documents that characterize the illegal activity of the SBU units in the Kherson region. It turned out that in 2020 certain SBU officials in Kherson prepared comprehensive documents for the Majlis of the Crimean Tatar people, leaders of the Crimean Tatars and related to their anti -Russian activities.
In particular, we were preparing very seriously for holding a rally at the admin between the occupied Crimea and the Kherson region, which was called the world against violence in occupation. It should have been a mass action with the involvement of European Parliamentarians, People's Deputies of Ukraine, members of the Majlis. This was published by Russian invaders now. I have no doubt that this document is original.
Some officials prepared materials in which they not only criticized the idea, but compiled it, and placed it in the Ukrainian media. Is this their task? - I am sure not. - I can explain the situation for a very long time, but I want to say that people on Russian tasks worked in the depths of the Kherson Directorate of the SBU. And they tried to weaken anyone who made efforts to strengthen the possibilities of protecting these territories in the event of an attack of Russia.
And the compromise of the Majlis was one of the directions for us to be exhausted there. - Can we claim that they no longer work in the Kherson SBU? We have several names, but it seems not so much. There should be much more people who are responsible for what you say and the surrender of southern Ukraine. - I think part works. We need to investigate all this. There are chiefs who gave illegal, and most likely, criminal orders. There are performers.
And the level of responsibility must be differentiated. - Expert Justice Oleksandr Lavrynovych and former Foreign Minister Konstantin Gryshchenko declared suspicion of the State Division in the case of Kharkiv Agreements. They were signed in 2010 and they gave the right to the Black Sea Fleet of the Russian Federation in the territory of Ukrainian Crimea.
How did the events develop in Crimea after the agreements were signed? - As soon as the Kharkiv Agreements were signed, the positions of the moral grade of the Russian presence in the Crimea were very strengthened. Before that, we were all aware of the Crimea and some felt direct pressure, the intervention of Russian special services in Crimean affairs. It was about anything - personnel appointments, areas of investment, Russian banks or the construction of religious buildings in Crimea.
After the Russians were able to extend the duration of their stay on the Peninsula], they already considered Crimea de facto their own. First of all, Russian special services. You can talk to previous presidents, I do not want to voice names . . . Although not? I remember our conversation with Viktor Yushchenko. It was long before Kharkiv Agreements. He said: "Whatever the decision is made about Crimea, the Russian special services in one and a half hours are already reported in detail in Moscow.
" So they penetrated [at that time] into the authorities of Crimea. And Yushchenko did a lot to squeeze both the vowel and unspoken employees of the special services of Russia, and [opposed] their cooperation with the services of Ukraine. Special decisions were then made and the so -called cooperation was stopped. It helped very much to get away from Russian special services. But then, with the election of Yanukovych by the President, everything triumphantly returned.
And the peak of triumph were Kharkiv agreements. I remember that at a meeting of the Crimean Tatar people, we made a special decision to condemn Kharkiv agreements, since we were more than everyone realized that it was on our, Crimean land for a long time the Russian maritime military base was strengthened. In 2014, units of the Black Sea Fleet of Russia were created for a broad invasion of Russia to the Crimea.
They were the first to bring equipment on the street, they brought their military to strategic points. And the special services of Russia, which were arranged in the Black Sea Fleet were the main corrective Russian aggression on the Crimean land. - We can argue that Kharkiv agreements have become a prerequisite for the annexation of Crimea? - Perhaps they would find a different reason.
But let's imagine: was Putin ready then when the Kharkiv agreements were signed, if the Ukrainian state would say a rigid "no"? I do not think that then Russia was ready to immediately start aggression, expansion, occupation and annexation attempt. It is difficult to say how it would happen if then if Ukraine's policies would take a fundamental position aimed at protecting Ukrainian interests. Events could be unfolded completely differently.
