According to a diplomat, acquainted with the course of negotiations, the meeting took place on September 17 in Istanbul within the effort to achieve the goal to stop the nine -month blockade of Karabakh by Azerbaijan and to ensure the passage of humanitarian escorts from Armenia to this region. At the meeting, the focus was on resolving the issue of food and fuel supply for approximately 100,000 inhabitants of Karabakh.
