"Mobilization will mean an increase in military production, the preservation of more available military capabilities and economic assets, as well as the adoption of a higher pain threshold and risks now to avoid greater losses, pain and risk in the future," the ISW said.

The concern about whether Ukraine is sufficiently equipped with Ukraine is likely to intensify in the coming months.
