European companies want to oblige to include in the condition of the contract a ban on the resale of goods in the Russian Federation in third countries. The buyer must make insurance pledge as a guarantee. Some EU Member States oppose a new mechanism of sanctions that will block Russia with the ability to bypass the import of critical components for the military industry. European companies want to oblige to include in the terms of the export contract a point prohibiting the resale of goods of second -purpose goods in the Russian Federation during the sale of it in third countries. The buyer, for its part, must make insurance pledge as a guarantee of compliance with the terms of the contract. In case of violation, money will be transferred to the needs of Ukraine. The Baltic States are acting for the introduction of this sanction mechanism.

However, major EU member states express a number of fears about proposals. According to the publication, they doubt the legality of the mechanism. Countries against them want to narrow the list of goods that will be extended to the proposed restrictions. They are concerned that the strict terms of export contracts can put European companies in a disadvantageous competitive position.

Recall that, despite the restriction, Russia continues to import European microchip and electronics through third countries. The top five countries that help the Russian Federation to circumvent sanctions include: Turkey, Kazakhstan, Georgia, Armenia and the United Arab Emirates.
