This means that there will now be no publicity and no transparency on the formation of procurement prices and determining the winners. This is emphasized by political expert and blogger Alexei Holobutsky, reports the Apostrophe.

"Many -billive purchases for the army will now be carried out without open tenders on Prozorro. Dot, led by Arsen Zhumadilov, will enter into contracts with suppliers without accessing transparent auctions. " According to him, refusing Prozorro, Zhumadilov actually canceled the achievements of the Anti -Corruption Council at the Ministry of Defense.

Golobutsky suggests that Zhumadilov could deliberately cancel the results of food tenders on February 22 and disrupt the auction for Prozorro on March 6, when suppliers refused to participate in it because of the unrealistic conditions of the head of DOT. "It looks like it was a part of the game and a large plan - to bring out all the purchases of food for the Armed Forces and to take on the sole control over the market, by dictating the rules individually.

It is about tremendous amounts of contracts: only one tender on March 6 for almost UAH 11 billion, ”the blogger emphasized. In Ukraine, it is not possible to buy food for the army at the closed door of one official, Holobutsky added. "Army and society need an immediate reaction of the Minister of Defense, NSDC and President.
