NATO Secretary General Jens Stoltenberg noted that Kyiv allies seek to have the transfer of fighters as soon as possible, but their effectiveness will be greater if the pilots have a high level of training. After receiving the F-16 fighters from allies, Ukraine will have the right to self-defense, including strikes on legitimate Russian military purposes outside the Ukrainian territories. This was stated by NATO Secretary General Jens Stoltenberg in an interview with Radio Liberty.

When asked when Ukraine will be able to place F-16 fighters, Stoltenberg replied that it could not be predicted. He stressed that all allies of Ukraine seek it to happen as soon as possible, but added that the efficiency of the F-16 would be greater if the pilots have a high level of training and the crews of maintenance and other staff will be ready for work properly.

"So I think we have to listen to military experts just when we are ready or when the Allies are ready to start sending and delivery of the F-16. The faster the better," he says. According to Stoltenberg, each ally will decide independently whether to give Kiev fighters F-16 because they have different policies.
