To spread: The deputy head of the Presidential Office believes that everyone who receives a salary from the budget must go through military service. In Ukraine, it is time to rethink that the army service is not as coercion, but as a conscious duty to society. This was stated by the Deputy Head of the Presidential Office, Colonel Pavel Palis.

"Frankly speaking, the word" mobilization "causes me inner discomfort. It is difficult for me to accept why people need to be forced to defend their country - the state, the people, the family, the house, the district, the region?" - Palis shared. He emphasized that Russia is a long time, and this will have to live not only the current generation, but also to our children, grandchildren and great -grandchildren. In his opinion, the principle should be simple and transparent: everyone should serve.

It is not a long -standing contract army, but a basic military training, which is obligatory for those who work for the state. "My idea is this: if you apply to work in the public sector or plan to receive a salary from the budget, you have to go through the service," he explained. Palis believes that this approach will not only increase defense, but also help to overcome the fears living in society.

The person who will be prepared will better understand how everything is arranged and will not perceive the service only as a path in a meat grinder. The idea of ​​compulsory military training for civil servants is now being discussed at different levels. In the context of the long war and changes in the paradigm of national security, it can become part of the new mobilization model of Ukraine.

The People's Deputy, a member of the Parliamentary Committee on National Security, Defense and Intelligence Alexander Fedienko reminds that the "proposed" idea of ​​Pavel Palis is already enshrined in law. At the beginning of the year, the Verkhovna Rada supported a number of amendments to the Law of Ukraine "On Military Accounting and Military Service" and streamlined the basic general military training (BZVP).

Thus, since 2025, a term service will be abolished in Ukraine, and instead, a mandatory basic military training for men from 18 to 25 years will be introduced. Its duration will be 5 months in peacetime and 3 months in military. According to the new legislation, basic military training will be carried out during training in higher education institutions. For male students who refuse to undergo this training, deductions from educational institutions are provided.

Instead, women were allowed to voluntarily undergo BZVP and register. Guys who are abroad can be on military account without arriving in Ukraine. That is, according to the deputy, no one will forceful to force women holding public office and receive a salary from the budget - to undergo compulsory military training. According to lawyer Rostislav Kravts, there is still no real BZVP mechanism.

"Now we hear many loud statements from representatives of the authorities about compulsory basic military training for civil servants and those who receive a salary from the budget. However, when you begin to analyze the situation deeper, it turns out that in these words there is no clear legislative framework. For example, the deputy head of the Presidential Presidential. In the law on mobilization, adopted in May 2023 - in particular for prosecutors and some categories of employees.

In addition, Palis says that training will help to overcome fears that everyone will be able to choose the unit for the service. Theoretically - yes. But in practice? According to the lawyer, no one guarantees that after preparation, this person will be transferred to another unit or not sent to the war zone. The law does not create any fuses for this. That is, there are no mechanisms of protection. "This is the reason for society's distrust of the mobilization policy of the state.

And the thing is not that people are not patriots - the fact that the officials themselves create information vacuum, confuse in statements and do not give clear answers to important questions. As for the constant calls for" reforming ". Constantly - new amendments are made every month, something is canceled, something is added. Pavel Palis also said that the preparation should relate to anyone who receives a salary from the budget.

But who is exactly? Not only prosecutors and officials, but also teachers, doctors, social services workers are funded from the budget. That is, in fact, the deputy head of the Presidential Office speaks of involvement in the military training of hundreds of thousands of peace workers, but there is no specific specificity, as it will be realized.

"As a result, we have a classic situation: a loud statement without a thoughtful implementation mechanism, without legislative support, without taking into account social and occupational risks. And most importantly - without a clear vision where it all leads," the lawyer summarizes. We will remind, the Ministry of Defense of Ukraine proposed a new mechanism of rotation of servicemen who are continuously participating in hostilities.

According to this initiative, after 90 days of continuous participation in hostilities, servicemen will be entitled to several months of rest. This is an alternative to the introduction of clear service life or demobilization. Focus also wrote that on April 1, all bookings that were issued according to the old rules will be invalidated. Only companies that have already updated criticality according to new requirements will be able to continue booking their specialists after this date.
