As UNIAN notes, martial law has been extended until February 3, 2026, so the mobilization process will continue. However, Article 23 of the Law of Ukraine "On Mobilization Training and Mobilization" defines the list of reasons that allow citizens to be exempted from conscription.
The legislation provides for several key groups that are exempted from mobilization or receive the right to a deferment, in particular, those men who are not subject to mobilization are: Separately, the law provides that persons booked by enterprises or organizations are not subject to mobilization.
These are workers whose professional activity is critically important for economic stability, defense capability, functioning of energy supply systems, communications, medicine, transport and other areas. Citizens whose brothers or sisters died or went missing while participating in hostilities also have the right to deferment. The norm applies to both full-blood and non-blood relatives — after the changes that came into force in September 2024.
A separate category is military personnel released from captivity. They cannot be remobilized by compulsion, but can return to service only of their own volition. We would like to remind you that a new function has appeared in the "Reserve+" application, which allows parents of children with disabilities who are in military service to quickly receive a postponement of mobilization completely online.
