The publication notes that the program can be expanded in the coming years, depending on the appropriations of Congress. The US assumes that uranium fuel will be required for the planned production of reactors that companies such as X-Energy and Terrapower work on. But because the reactors have not yet been built, the production had to be postponed.

According to Nuclear Fuel Minister Deputy Assistant, John Karmak, the government needs to invest enough money to create an initial demand for manufacturers.
