Ukraine is ready for any format of negotiations with Russia, but the ceasefire should be of paramount. Presidential Office Head Andriy Yermak stated this during an online session at the Copenhagen Democratic Summit of 2025. It was modeled by NATO Secretary General in 2009–2014, a co-chairman of the International Working Group on Security and Euro-Atlantic Integration of Ukraine Anders FOG Rasmussen.

Andriy Yermak stressed that it is impossible to negotiate when the Ukrainian people are on attacks of Russian missiles and drones around the clock, so establishing a ceasefire regime is an important and necessary prerequisite. According to him, as of now, the Russians have not answered any response to the participation of Vladimir Putin in talks in Turkey. “We have confirmed that President Zelensky is ready and will be in Turkey.

Yesterday was a very strong and clear statement by President Trump that he was expecting the presence of both leaders in Turkey. He also thinks about the possibility of a visit there. I think that if Vladimir Putin refuses to come to Turkey, it will be the last signal that Russia does not want to end this war that Russia does not want and is not ready for any negotiations, ”said the head of the Presidential Office.

Andriy Yermak stressed that in the event of Russia's refusal of negotiations, there should be a strong reaction of the United States and the world: new sanctions against the Russian Federation and an increase in military assistance to Ukraine. The head of the head of state also noted that the work on the formation of security guarantees for Ukraine is ongoing. There are already specific proposals from partner countries, in particular the development of a coalition.
