He gives the right to commanders of military units and military commanders of garrisons to a guardhouse (a place for military under arrest) of military personnel of the Armed Forces of the Armed Forces. Only a garrison court can now make such a decision. The authors of the amendment were the chairman of the State Duma Committee on Defense Andriy Kartpolov and his first deputy Andriy Krasov, both from the party "Edina Rossia". The draft law, adopted in the first reading, stated that it is possible to send to disciplinary arrest without court for unauthorized abandonment of the military unit, failure to appear for service, destruction of military property and other violations.
