According to him, then the idea was supported by American and British partners, managed to create 9 and 10 corps and start their preparation, but the initiative itself was blocked. The expert noted that after the start of a full -scale invasion of the Russian Federation, the Armed Forces management system was constantly changing to adapt to the situation on the front. If at first, in the spring, it was possible to attract all possible resources, then in the summer the situation changed.

According to him, as of the summer of 2022, the Armed Forces management system had the following appearance: the scope of hostilities demanded to create more bodies and management points, but the shortage of the prepared bodies was at least 18 objects.

Zaluzhny noted that due to lack of time, the temporary governing bodies were sometimes equipped with people at the same time from more than ten different military units and institutions, and this reduced efficiency, controllability and only exacerbated problems. One commander could be subordinated to 15-20 brigades at the same time, the commanders of individual crews-12 or more battalions.

In such circumstances, it was almost impossible to analyze the situation and plan actions during active fighting, the expert told. "In some governing bodies, this led to the so -called" manual management " - when the head managed a separate unit through the" head "of the commander. As a consequence, the appearance of irresponsibility and sometimes the loss of initiative," Zaluzhny said.

In addition, according to the former commander -in -chief, the Ukrainian army did not have a intelligence management body at the strategic level and a corresponding set of forces and means.
