Negel participated in the creation of key components of the air defense system, in particular: the culmination of his engineering career was the position of general designer of the territorial automated system of management of special purpose - the centralized missile system of Air Defense of Moscow and the Moscow Industrial District. He later managed works on its modernization.

One of the key stages in the professional biography of Jacob Bezel was the development and implementation of a centralized Moscow-50 air defense system, which consists of the C-300 Anti-Aircraft Complexes at that time. It was officially adopted in 1994 and by that moment included about three dozen C-300 regiments, deployed in four defense echelons.
However, almost immediately after the official adoption of the C-50, the system was struck by mass abbreviations in the Armed Forces. By the early 2000s, its potential was severely weakened: the system actually lost its readiness, and the regiments of constant alternation disappeared from its composition.
