It is reported that this is the technological installation of primary oil processing of ELOU-AVT-5 of fuel production of Lukoil-Volgogradna Fuel Production LLC. The refinery, located in the Krasnoarmeysky district of Volgograd, began to work in 1962.

It is the second most powerful installation of primary oil processing of Lukoil-Volgogradnafrobrobhtto processing LLC. In 2013, a major overhaul was carried out at Elou-AVT-5, during which the installation stopped for a month. In 2022, the press service of the enterprise reported a large -scale reconstruction, which cost 12 billion rubles (about five billion hryvnias). Then the installation work stopped for a month.

Volgograd journalists made a comment to the expert who explained that the damage to the installation is critical of the refinery. "Elou installation is an electrical installation.
