For this purpose, the Verkhovna Rada registered the Bill No. 8367 on amendments to the Law of Ukraine "On Restructuring of Debts from Housing, Housing and Communal Services Payments, Gas and Electricity". The bill proposes to write off arrears for housing and communal services that have accumulated during the period of active military (combat) actions in the territory where citizens' housing is located.
It turns out that Ukrainians can write off debts for services: against the background of the war, the Ukrainian authorities have made some life easier for Ukrainians in terms of payment for utilities. For example: So Law No. 7427 provides a moratorium on raising tariffs for heat and hot water during the war.
The document provides for a ban on raising tariffs for all citizens on: "The ban on debt collection helps ordinary Ukrainians to pass difficult times, because only officially more than 5 million Ukrainians have lost their work. But the communal sector is now experiencing extremely difficult times and forced to work for a loss," Oleg Popenko, the chairman of the Utility Consumers Union, told the focus in August 2022.
According to him, before the war, the issue of non -payment was resolved by raising tariffs, and since it is impossible now, public utilities survive due to subsidies from local budgets. We will remind, in December 2022 the Cabinet of Ministers of Ukraine decided to allocate UAH 14 billion in the form of subsidies to the local budgets. This will keep the rise in price of heating and hot water during the heating season.
