NSDC Secretary Alexei Danilov stated that Russian President Vladimir Putin has declared martial law in annexed territories in order to prepare Ukrainians for mass deportation for depressive regions of Russia. Vladimir Saldo, a temporary acting actuator of the governor of Kherson region, stated that the residents of the region should be "evacuated" on the left bank of the Dnieper River, allegedly due to "provocations" by the Ukrainian army. The deputy chairman of the Kherson Regional Council Yuri Sobolevsky explained that the occupation administration was forming a battalion from the inhabitants of the occupied Kherson region.
